A non-resident of Ukraine, who holds an appropriate CEPT license, has a right to perform the radio amateur communications without obtaining the Permission of the Ukrainian State Centre of Radio Frequencies (UCRF), if he or she stays temporarily on the territory of Ukraine for the period not longer than 3 months.

A non-resident of Ukraine, who holds an appropriate CEPT license and plans to stay in Ukraine for the period longer than 3 months, must apply to the UCRF for the Permission to amateur radio station operation.

Irrespective of duration of stay in Ukraine, a non-resident of Ukraine, who has a permissive document of other country for amateur radio station operation or HAREC (NOVICE) certificate, must apply to the UCRF for the Permission to amateur radio station operation.

The permitted frequency bands, power levels and communication types are stipulated by the Annex 7 Amateur Radio Regulations of Ukraine.

Procedure of obtaining Permission

In order to obtain the “Permission to amateur radio station operation for foreigners and stateless persons staying on the territory of Ukraine” (hereinafter referred to as the Permission) the Applicant shall send to the UCRF the following set of documents:

- Application form for issuing the Permission;
- Copy of permissive document (CEPT license, HAREC (NOVICE) certificate or appropriate permissive document of other country);
- Copy of passport page(s) with identification data and visa (if required).

Note: The category of radio amateurs of other countries is defined in accordance with ECC Recommendation (05)06 and Annex II of CEPT Recommendation T/R 61-01.

The above set of documents shall be sent by mail to the following address:

In case of positive decision, the UCRF sends to the Applicant an invoice for the works on preparation and issuing the Permission within 15 working days from the date of the Application form’s registration. The invoice is sent to the Applicant by mail, fax or e-mail according to request of the Applicant.

The Permission will be sent to the Applicant by mail to the address, which is indicated in the Application, within 3 working days after receiving the payment in accordance with invoice.

The incomplete set of documents or documents that do not fit with the above requirements will not be considered. The Applicant shall be informed about a reason within 7 days after application’s registration. Having eliminated the reasons of refusal, the Applicant can submit the set of documents again.

Please use the following application form A3-5 (doc) in order to obtain the permission for amateur radio station operation.

Fee

The UCRF fee for preparing and issuance to non-residents of Ukraine of permissions for amateur radio station operation constitutes 7 EUR.
